Trials in Chinese monk self-immolation death

The first trial opened Monday in the cases of three Tibetan Buddhist monks charged with murder in western China over the self-immolation death of a colleague in what was described as a political protest.

The March 16 death of Rigzin Phuntsog, 16, was seen by fellow monks and observers as a political protest against China's heavy-handed controls on Tibetan Buddhism and provoked a standoff between security forces and monks.

Authorities accuse two monks, Tsering Tenzin and Tenchum, of plotting, instigating, and assisting in the self-immolation. A third, Drongdru, is accused of moving and hiding the injured monk, preventing him from receiving emergency treatment for 11 hours and eventually leading to his death.

One of the monks went on trial on Monday and two more will follow on Tuesday, a clerk with the Maerkang County People's Court in Sichuan province's Aba prefecture said.

The clerk, who gave only his surname, Zhou, said he did not know which monk went on trial Monday nor how long the trials would last, although the outcomes in such cases are usually predetermined by authorities.

The monastery where the incident occurred, Ngaba Kirti in Sichuan province, is under tight guard by security forces who are accused by pro-Tibetan groups overseas of beating onlookers and detaining monks. The area is off-limits to foreign journalists.

The circumstances surrounding the monk's death remain murky, and in June, China rejected pressure from a U.N. human rights panel to provide information about more than 300 of Kirti's monks whose whereabouts it said are unknown since the monastery was raided in April.

The Foreign Ministry said only that monks were undergoing "legal education" ? a reference to hours-long compulsory political lectures on the basics of the Chinese constitution, criminal law and regulations on religious affairs.

Tibetan monks tend to be fiercely loyal to Tibet's exiled Buddhist leader, the Dalai Lama, who is reviled by Beijing. As custodians of Tibet's Buddhist culture, they tend to be especially concerned about China's tight controls over monasteries that take time away from religious study and practice.

Russian oil teams up with Exxon Mobil

(AP) ? Russia's state-owned Rosneft teamed up with U.S. company Exxon Mobil on Tuesday in a multibillion deal to develop offshore oil fields in the Russian Arctic ? one of the last regions with immense and untapped hydrocarbon deposits ? in return for access to resources in the Gulf of Mexico.

Because Rosneft does not have its own technology for deep sea drilling, it was looking for partners to develop the offshore projects in the Arctic and other regions of Russia. A deal it was pursuing with Britain's BP earlier this year fell through, leaving the path open for Exxon Mobil.

The oil giant already has experience drilling in the Arctic regions of Canada.

Rosneft spokesman Rustam Kazharov told The Associated Press that the "strategic partnership" with Exxon was signed in the presence of Prime Minister Vladimir Putin. He was unable to name the plots that Rosneft will work on in the Gulf of Mexico and Texas.

Exxon Mobil said in a statement that Tuesday's agreement includes $3.2 billion to be spent on exploring three giant undeveloped oil and gas fields in the Kara Sea ? between the northeastern corner of continental Russia and the Arctic archipelago of Novaya Zemlya ? in the Arctic as well as a sector in the Black Sea.

The Kara Sea sectors cover some 126,000 square kilometers (50,000 square miles) between 50 to 200 meters (yards) deep and contain some 35.8 billion barrels of oil, Rosneft said. The Black Sea sector covers 11,200 square kilometers (4,300 square miles) between 1,000 and 2,000 meters (yards) deep, it said.

Russia's top energy official said Rosneft, which is 75 percent owned by the Kremlin, will get shares in at least six Exxon Mobil projects in the United States.

The shares "will be in proportion to the ones Exxon will get by working in the Russian projects," Deputy Prime Minister Igor Sechin told the Interfax news agency. "I'd like to emphasize the exclusiveness of these decisions for Russian companies ... that until today were not able to develop existing deposits in the U.S."

Sechin also said that Exxon Mobil could get a share in other projects in the Black Sea. "If the Tuapse (field) yields results, Exxon will become a natural partner for our additional capabilities in the Black Sea," he was quoted by Interfax as saying.

Rex Tillerson, Exxon Mobil's chief executive, attended the ceremony and said in the statement that the deal "takes our relationship to a new level and will create substantial value for both companies."

Exxon Mobil and Rosneft first struck a deal in January to develop a sector in the Russian part of the Black Sea.

Putin lauded Exxon for its extensive experience in drilling in the Arctic region in Canada.

Tuesday's signing ceremony was preceded by talks between Rosneft executives and ExxonMobil top brass, including President Neil Duffin.

Putin hailed the deal as "a truly strategic partnership," the RIA Novosti news agency reported. The prime minister estimated the total investment in the project at a massive $500 billion, a figure he described as "scary," over an unspecified number of years.

The deal is a blow for Britain's BP, with which Rosneft struck an accord in January to jointly develop the Arctic fields. That agreement fell through, however, after BP's Russian shareholders managed to block it.

"The Exxon deal is offering us much more" than BP, Kazharov told the AP.

BP spokeswoman Sheila Williams would not comment on the deal but said BP is still "committed both to Russia and to the continuing success of TNK-BP," its Russian venture.

Tuesday's agreement is the largest Russian oil deal in recent years.

Royal Dutch Shell had invested some $20 billion in the Sakhalin 2 offshore project in Russia's Far East before it was forced out of the project in 2006.

The agreement surpasses the 2004 deal between ConocoPhillips and Lukoil when the American oil company paid $2 billion for a 7.6 percent stake in Russia's second-largest oil producer.

In a similarly landmark agreement, Rosneft and pipeline operator Transneft signed a cash-for-oil swap in 2009, where the Russians secured a $25 billion loan from a Chinese bank in exchange for oil supplies to China.

Prior to the Rosneft deal, Exxon Mobil has had only a limited footprint in the Black Sea. It has rights to offshore fields off of Romania, but they remain unexplored. Exxon Mobil is currently drilling its first Black Sea well off the coast of Turkey as part of a partnership with Petronas.

(AP) ? His face covered with perspiration, a conflicted Mike Repole tried to express his emotions after losing one big race by a nose with Uncle Mo and winning the $1 million Travers Stakes with Stay Thirsty about 30 minutes later at Saratoga Race Course.

"It's a roller-coaster game, it's a bipolar game," the owner of both 3-year-old colts said Saturday. "What we just saw in the last half-hour for (trainer) Todd Pletcher and Mike Repole, the low, the highest high, all within 30 minutes. It's a tough loss with Uncle Mo and probably the best win of my life here with the Travers."

Uncle Mo gave it all he had in the $250,000 King's Bishop, his first race since recovering from a life-threatening liver disease that sidelined the one-time Kentucky Derby favorite through the Triple Crown races. Uncle Mo, the champion 2-year-old in 2010, stormed into the lead in the stretch but was beaten by a nose by Caleb's Posse in a photo finish.

"Listen, I want to win. I think the horse ran great ... he just came up short," Repole said, adding that Uncle Mo lost his right rear shoe just after the start of the seven-furlong race.

Stay Thirsty came up huge in the Travers on a hot, muggy day at the Spa.

Sent off as the 2-1 favorite in the field of 10, Stay Thirsty raced just off the pace set by Preakness winner Shackleford. But when the field turned for home in front of a crowd of 43,050, the son of 2006 Travers winner Bernardini surged to the lead under Javier Castellano and held off Rattlesnake Bridge by 1? lengths.

The win moves Stay Thirsty to the head of the 3-year-old class, ahead of sidelined Derby winner Animal Kingdom and the two other classic winners he beat in the Travers ? Shackleford and Belmont Stakes winner Ruler On Ice, who was fourth. Haskell winner Coil, the second choice, finished 10th.

"Stay Thirsty separates himself from every other 3-year-old by far right now," Repole said. "There's nothing else this horse can do. He should have won the Belmont. He ran an incredible Jim Dandy. Javier rode him great. He was all out, a length and a half. There's no doubt in my mind."

Winning time for the 1? miles was 2:03.03.

J W Blue, a 32-1 long shot was third, followed by Ruler On Ice fourth, Malibu Glow, Moonshine Mullin, Bowman's Causeway, Shackleford, Raison d'Etat and Coil.

"I guess we'll go home and regroup," Shackleford's trainer Dale Romans said. "A rough day. He wasn't himself."

Stay Thirsty, who ran 12th in the Derby and second in the Belmont before his Jim Dandy-Travers sweep, returned $6.80, $4.20 and $3.40. Rattlesnake Bridge, ridden by John Velazquez, paid $10.80 and $7.60, and J W Blue returned $11.40 to show.

Stay Thirsty earned $600,000 for the win and boosted his career total to $1.4 million.

As expected, Shackleford broke for the lead from the outside No. 10 post. Stay Thirsty likes to run just off the pace, but found himself in front early ? not exactly what Pletcher had in mind.

However, Castellano was able to keep Stay Thirsty relaxed along the backstretch, and the colt had plenty left when he hit the final turn.

"I was more concerned with the first quarter (mile) than the last quarter," Pletcher said. "He might have been a little fresh and pulling a litter harder than we would have liked, but once they turned up the backside I felt a lot better. When we got to the top of stretch ? the horse has a lot of natural stamina ? I wasn't worried."

Castellano, a three-time Travers winner, became just the fifth rider to win the "Mid-Summer Derby" in consecutive years. He won aboard Afleet Express last year.

"He ran huge today. He showed he's the best 3-year-old in the country and I'm so happy with the way he did it," Castellano said. "He's a late-developing horse. He's a more mature horse. We must invest now and concentrate our efforts not in the benevolent thoughts that one can afford when you have money in the bank and a gentle economic breeze in your sails. We can?t keep making things more expensive, racking up more debt and putting up taxes, and still think that we can maintain the same wealth generation capacity that underpins our standard of living. We must understand Australias core business. Europe will deal with Europes problems, even though some of those problems might be insurmountable. All these products come in on a boat. What Australia must do is have a pragmatic and real assessment on how we can best reinvest in these areas to make ourselves stronger. The people of Hughendon and Richmond have access to about 2000 gigalitres of which only about 5 per cent is currently used. I believe our foreign investment review guidelines can be strengthened and the processes that the Coalition has established can suggest practical ways of achieving this. Could we do the same to a foreign leader of a country armed with nuclear weapons? Obviously, even the existing law recognises that there is an issue with state-owned companies investing in Australia. Communal assets such as aquifers must be maintained. When they struck their deal with Julia Gillard the Prime Minister said she would ?deliver? for regional Australia. Just this Friday your nation?s gross debt topped $200 billion. It is great to have Nationals in government in New South Wales and Victoria and hopefully the Queensland element of our party will join them in government soon. They have continued the strong resurgence of the Nationals. The Nationals vision for the future is a basic but effective one. Because he borrowed to invest in dams, electrify the rail lines, open international airports and develop the Gold Coast. The independents have proven that they will put their own interests above those of their electorate. Likewise as an accountant, make sure you concentrate on clients not on peripheral distractions. People criticise the federal Coalition for being too negative but one of the most positive things we could do for this country is to stop this insane tax and stop this government?s record spending and waste. It is so essential for our nation that the Nationals continue to represent, protect and progress the interests of regional Australia. I was astounded to wake up one morning to realise that our nation was being run by Four Corners. The fact is there is only one party in the Parliament that represents regional Australia. For this system to work property rights must be respected but these rights have not been receiving the same respect lately. Mining should not be located close to residential areas. And to shut down whatever is left they have delivered a carbon tax. The Labor party has got into this trap because they thought they could do a deal with the Greens. We didn?t invent the wheel by taxing walking and we didnt invent the car by taxing horses. It was the Nationals party that developed the Infrastructure Partnerships Scheme. But anyone who has ever dealt with the Greens knows there is no such thing as green peace. That persons name is regional Australia. In our region, great opportunity beckons with the rise of China and India. Much of the electorate out there does not enjoy the benefit of secure employment. The whole rationale of why people work is that the fruits of their labour are then reflected in real estate, in real assets. We have to have a virtual policy epiphany. Water security means food security. However, if that person had not turned up with $100 then GDP of that table would be zero. If Australia keeps mounting up debt, shutting down industries and concocting insane taxes for no effect, then we are in for an almighty fall. Now after two decades of almost unbroken Labor rule, Queensland finds itself as the most poorly performing state in the nation, with the highest unemployment rate. What has changed is the management. At the moment there are no large storages to harness this water and use it to produce more food. Even Rupert Murdoch can be hauled before Parliament. A more detailed response should properly wait for the findings of that inquiry but I think some things are pretty clear. What will the world look like with a Chinese superpower in our back yard? We cannot stop events of this magnitude beyond our borders so how do we prepare for it? To navigate such a precarious sea our nations leadership, in all fields, requires the greatest capacity of selfless aptitude, competence and perseverance. A clinical and unsentimental assessment of what your nation is best at is what is needed. This government is more focused on the 6 votes of the crossbenches than the 13 million votes in the electorate. It is our only defence. The Productivity Commission recently put these subsidies at over $600 million per year and that is set to increase as the renewable energy target grows. I would like to reflect on one of my mentors, Sir Joh Bjelke- Peterson. Following these tactics the Labor party has deserted their natural constituency. Nationals candidates won 38.6 per cent of the primary vote in the seats they ran in, a higher vote than the Labor party although a higher vote than the Labor party is not exactly benchmark of strength at the moment. The source of a nation?s strength is fundamentally its economic capacity. Stop increasing the taxes that hold us back, invest in our regions to increase economic opportunity and start paying back the debt so that we are stronger and more resilient. Under this scheme, individuals in eligible areas would pay no tax up to $55,000, and a family with one child would pay no tax below $75,000. The television you watch, the car your drive, the fuel that is in it, the DVDs you rent, the clothes you wear. I also want to pay tribute to the efforts of our State parties. A recent OECD report has concluded that Australia has a more liberal approach to foreign investment in agriculture than in other countries. Australia is at a crossroads of world political and economic affairs. So what has changed in Queensland? The resources of Queensland are the same, the people are largely the same and the prices for its exports, like coal, have skyrocketed. The reality is now clear that the independents are independent in name only. He sees that the only way for his fellow indigenous people to get ahead is to have access to the jobs and opportunities that other Australians take for granted. Prime agricultural land should not be destroyed. Somebody, somewhere has to be putting something on a boat to go in the other direction to pay for them. In 1980 we could store in dams about 4.5 megalitres per person. So far this Labor government has been in power for 1372 days and have borrowed an average of over $100 million each of those days. The government makes promises that it will deliver a surplus but in the last budget it made $18 billion of additional spending commitments, followed by a carbon tax which will actually cost the budget $4.3 billion. Where are our iron ore mines, our coal mines, our wheat farms, our cotton fields, our cattle industry and many of our tourism attractions? They are in regional Australia. Now the figure is just over 3.5 megalitres. It was the Nationals party that has pushed for a revamp of the zone taxation scheme. This year it has been the Nationals that have stressed that we need to keep control of our strategic assets in this country. Wacka pushed for the Senate inquiry into the insolvency industry which uncovered many questionable practices and called for the licensing of liquidators. What is the point of generations of my family paying off a property when overnight I can find out that someone has a superior right to the ownership of my place than I do? So who has been standing up to make sure that coal seam gas is developed in a way which respects these rights? The Nationals have moved this debate from the middle pages to the front pages partly through an inquiry that we pushed for in the Senate. The whole point of the tax is to make some industries uncompetitive so they we produce less and use less energy. As a miner said to me in Biloela, ?why is the government introducing a carbon tax to give me a green job, I like the job I have got.? And where are these green jobs? I am yet to meet one. I wish people would speak to Fred before they start making decisions that we should not have any more dams. The Federal Nationals achieved a primary vote swing of 4.4 per cent, bigger than the swing to the Greens of 3.97 per cent. I want to discuss why the Nationals party is so essential because it delivers pragmatic action in these areas. Yes he did borrow money at the start but when he left the Treasury was overflowing with cash. In the south of our nation, they have delivered a plan to shut down the forestry industry in Tasmania. Ninety per cent of that GDP is attributable to the nine people who were sitting there at the start. By 2050, if we don?t build any more dams, it will be below 2.5 megalitres per person.

WASHINGTON (AP) ? President Barack Obama offered moral support Saturday to federal emergency management workers hunkered down for Hurricane Irene's weekend march up the East Coast and 14,000 active-duty and National Guard troops were put on standby for post-storm relief work.

"Everybody here, you guys are doing a great job," Obama told dozens of workers on a visit to the Federal Emergency Management Agency's command center. Fully activated and operating around the clock, the center helps coordinate the federal response to natural disasters.

Defense Secretary Leon Panetta, meanwhile, told 6,500 active-duty troops to be prepared to help after Irene passes. Panetta issued a prepare-to-deploy order for troops from all branches of the military after affected states requested possible help, spokesman George Little said.

At least 7,500 National Guard troops also were prepared to deploy if needed, said Maj. Gen. David Harris, director of operations for the National Guard Bureau.

At the National Response Coordination Center, Obama said he was keeping close watch on the storm. The White House said top aides had updated him on Irene before the visit to FEMA headquarters and that he asked to be informed of the latest developments.

Obama said getting through the storm will be a "tough slog," but he only had praise for the federal effort so far. He said he was encouraged during conversations Friday with governors and mayors from affected states when he asked what else they needed to prepare.

"There was quiet on the phone and that was a good sign," he told the workers, who sat at computer stations clad in red or blue vests.

"This is still obviously going to be a touch-and-go situation for a lot of communities, but knowing that they've got an outstanding response team like this will make all the difference in the world," he said. "Especially because you all are not going to get any sleep for the next 72 hours or so."

Obama was accompanied by FEMA Administrator Craig Fugate, Homeland Security Secretary Janet Napolitano and John Brennan, his assistant for homeland security.

The president shortened his vacation on Martha's Vineyard, Mass., and returned to Washington late Friday, several hours earlier than planned, because of the storm.

Obama also participated in a daily video conference at FEMA with federal and state emergency management officials. He said flooding and loss of power were the big concerns.

"It sounds like that's going to be an enormous strain on a lot of states," Obama said during a brief portion of the conference that was open to the media.

He said the government is aiming to be as effective in Irene's aftermath as it has been with its preparations before the storm became a threat to the U.S.

"It's going to be a long 72 hours and obviously a lot of families are going to be affected," the president said.

World Wide Web Tutorial: A Brief History of its Development

Overview

The current development of the internet was down to a project based in CERN, a Swiss research centre. The project?s main purpose to enable physicists to send research papers and experiment results to each other.

This article briefly describes the three technologies, HTML, HTTP and browser software, which were developed by the project and why they are so important today.

Where it all started

CERN, (Centre Europ?en de Recherche Nucl?aire), or European Organization for Nuclear Research is one of the world?s leading scientific research centre.? Currently it is most famous as the home of the? Large Hadron Collider, which is investigating how the universe was created after the Big Bang.

The centre has always been of great interest to physicists throughout the world.? In the pre-Internet world research papers and experimental results would have to be either printed or using fairly primitive electronic communication.

And then the World Wide Web was born

A number of people were looking at ways of improving the communication between the researchers.? The amount of research data was huge and was too unwieldy to be printed.

Techniques, such as gopher, ( a way of copying information on one computer and transferring it to another), were often difficult, as the the two computer systems could work in different ways, (called protocols), and it often required quite a lot of technical knowledge to perform a simple conversion to enable those at the receiving end to be able to use the data.

In 1989 Tim Berners-Lee, working at CERN, was working on a solution.? He worked on three technologies to allow the documents to be distributed and read:

Why are these three technologies important?

In that period the first small desk top computers emerged.? By today?s standards they were very primitive, with memories measured in thousands of bytes, very slow and their connections to other computers were by dial-up phone modems.? Consequently they were very limited and would not be able to do the complicated mathematics, on numerous rows of results,? most physicists required.

At that time academic researchers would be using large, university based machines, which generally had very limited software, that was only available for their specific computer and in many cases each research team developed their own software packages, to process their own results, which was often difficult for others to use.

With the combination of HTML, HTTP and a browser a researcher in one country could access and download pages from a remote computer, that could be in a different country, using a completely different system.? This is why this project was so successful ? it met an important need ? that of rapidly speeding up communication

What is HTML?

An HTML document is simply a text file with a few special codes, (call tags), in it to control the layout.

The advantage of a text file is that all computers can read a text file and so many HTML document can be sent from one machine to another without too much trouble.

The tags are fairly simple.? As an example

<p>This is a simple paragraph with the word <b>bold</b>in bold.</p>

The <p> tag starts a paragraph.? The </p> tag switches the paragraph off.

The <b> tag switches bold on.? The </b> tag switches bold off.

The paragraph will look like this:? This is a simple paragraph with the word bold in bold.

Most tags are a pair, switch on, and are then switched off, with the same tag, but with a forward slash in front of the command.? eg <i>Italics</i>

Tags control layout, the placing of images, links, header text and tables. However, some tags have been? superceded by an upgrade to web technologies CSS, Cascading Style Sheets, which give the developer much more control over fonts, text size, spacing and much more.

What is HTTP, ( Hypertext transfer protocol)?

This is the system that finds a page on the web and then brings it to your computer.? It warns the computer to expect an HTML page.? (Nowadays the page could also be an XHTML page, (eXtensible HyperText Markup Language), which though very similar to HTML is a more formal document markup structure and is the now recommended standard for web page developers).

Whenever you type in a web address, known as the URL, (Uniform Resource Locator)? ? it is the HTTP system that translates the name into a four part number, called an IP, (Internet Protocol) number, which will look something like this -? 86.164.206.217, (which is the UK based BT broadband supplier).? Look up your IP address on What is my IP address?

HTTP, (Hypertext transfer protocol).? Example.

In fact there are two parts to a web address.

So My web address???? http://blogbasics.com

The first part is the code http:// which tells your computer system that you are looking for a web page in either HTML or XHTML format.

The blogbasics.com is converted into the IP number format 50.22.67.61

The system will then find the server, (the computer where the page is located), and transfer a copy to your computer.? This is then processed by your browser into a formatted web page.

Browsers

Browsers are the software programs that convert an HTML or XHTML document into the web page that is read by the user.? A copy of a page is downloaded through HTTP into the user?s computer.? The browser then converts the code and text into a readable web page.

The program analyses the HTML file and identifies the HTML tags, which then controls how the browser displays the page.? The layout is formatted including using the right character set, positioning necessary images or video and adding such features as background colour.

Today the advanced browsers and servers allow many other actions to take place, such as access to a database, automatically adding a date, remember the layout the individual user previously wanted or to show advertisements relevant to the user?s location.

Advantages of Browsers?

A browser can be developed for any type of computer be they laptop, desktop or large mainframe and for any operating system.? You will see roughly the same page ? be it on an Apple, Windows or Unix system.

A browser can also be written for new devices, such as smart phones, which are then surf the net, even though many of the web pages were written well before these advanced technologies were no more than an idea in science fiction.

Browser Wars

In the PC world there has a lot of conflict between Microsoft, with their Internet Explorer, and other browser developers, such as Firefox and Google?s Chrome.

The Microsoft product often has a different way of rendering, (laying out), web pages than the other browser developers.?? This has caused a lot of aggravation for web site developers as many have had to add extra coding to make sure that the layout is the same in all the browsers.

The Tim Berners-Lee?s identification and development of three technologies ? the standardised making up of an electronic? document, the development of a method to send the document from one computer to another, (with the ability to be able to type in a domain name, rather than remembering set of digits), and the development of browsing software really kicked started the whole internet revolution.

To be truthful the revolution would have taken place within a few years as the problems of electronic communication and access information on remote computers was being looked by many others.

The big legacy is that coming out of a research centre, rather than a business, has meant that individuals, businesses and governments have been able to build on his work without the threat of legal battles or patent protection.? The internet would have developed a lot slower and probably would have cost a lot more to use.
